Résumé

Cet article vise à rendre compte, dans une perspective chronologique, de la manière dont les effets des Jeux Olympiques d’hiver ont été évalués. Les différents outils utilisés répondent à une problématique spécifique privilégiée à une période donnée. Du point de vue de la méthode, trois grands types d’approches sont distingués : l’analyse monocritère pouvant reposer sur l’étude d’impact économique ou l’analyse coûts-bénéfices, l’analyse multicritères dont la mise en œuvre peut être faite à court/moyen terme par le biais de tableaux de bords d’indicateurs, et à long terme au travers du concept d’héritage, et enfin l’analyse des coûts. Les différentes méthodes étudiées sont présentées dans leurs grandes lignes au travers de tableaux de synthèse, et illustrées par des exemples d’applications aux JO d’hiver. Finalement, l’article argumente que si la prise en compte des coûts, bien que récente, se développe fortement, le concept de coût d’opportunité est trop peu considéré. Il est pourtant crucial pour juger de la légitimité d’accueillir des événements aux investissements lourds tels que les JO d’hiver. L’auteur termine l’article en préfigurant un modèle d’analyse du coût d’opportunité de différentes catégories de dépenses associées aux Jeux, en investissement et en fonctionnement.

Abstract

This article aims to provide a chronological overview of how the effects of the Olympic Winter Games have been assessed. The different valuation tools implemented respond to a specific issue, at a given period of time. From the point of view of the methodological framework, three main categories of methods are distinguished: the mono-criteria analysis can be based on the economic impact study or the cost-benefit analysis, the multi-criteria analysis that can be implemented in the short/medium term through a dashboard of indicators, and in the long term through the concept of heritage or legacy, and finally the analysis of costs. These methods are presented in summary tables, and illustrated through implementations to various editions of the Winter Olympics. Finally, the article argues that, while the analysis of costs develops strongly, the concept of opportunity cost is not considered enough. Indeed, it is crucial to appreciate the legitimacy of mega-events with heavy investments such as the Winter Olympics. The author ends the article by prefiguring an analytical model of the opportunity cost, distinguishing various categories of expenditure associated with the Games, investment and operation.
